Project Name: PPM implemented an upgrade to PeopleSoft HCM 9.2


Scope: The District of Columbia Government wanted to upgrade the PeopleSoft Human Capital Management (HCM) enterprise application from version 9.0 to 9.2. The application 9.0 system was no longer on sustained support through Oracle. The upgraded PeopleSoft HCM 9.2 application was required in a Production state to regain support.

The District has been operating PeopleSoft HCM since 2004 and currently the system manages over 35,000 D.C. Government employees, roughly 4,000 Federal Police annuitants and approximately 2,500 District program residents and $2.6 billion of payroll and benefits annually. PeopleSoft HCM 9.0 was maintained by 4 FTEs and 9 contractors who provided both operational and project specific support. The District of Columbia Office of Human Resources (DCHR) is the primary stakeholder of the system and provides insight and direction on the system’s scope and usability.

The current PeopleSoft HCM 9.0 system was a highly customized version configured for the U.S. Federal market that includes Federal HR PAR Processing and Payroll for North America. The system contained multi-company and multi-business unit tenants that used a hybrid configuration of both commercial and U.S. Federal PeopleSoft HCM products.

PPM Provided:

  • Providing technical and functional subject matter expertise to complement the current District project team

  • Rapidly developing a thorough understanding of project status and needs through review of applicable documents, interviews with staff, and other necessary activities

  • Assisting in the installation, configuration and, where applicable, the customization of the application per District requirements

  • Assisting with the execution of the application upgrade and conversion of all data from 9.0 to 9.2

  • Performing multiple levels of acceptance testing

  • Providing detailed project and system level documentation and reports to ensure the transfer of knowledge to the District PeopleSoft team

  • Migrated the District to the most current and supported version of the PeopleSoft HCM application

  • Reduced dependence on customizations

  • Increased functionality though new modules

  • Provided all stakeholders with a comprehensive and robust HCM system

  • Upgraded the physical infrastructure and supporting network to fully support application and operational requirements
