ROB THORNE

As a performance management, organizational development and turnaround specialist, Rob Thorne’s career rise from venture-capital-backed start-ups and Fortune 500 companies to local government and utilities, effortlessly prepared him to found Public Performance Management. 

This DC native felt compelled to bring his skills, talent, and diverse background in operations back to the area to supply organizations with quality products and talent. His expertise includes:  

> Formulating, evaluating and articulating operations strategies, particularly for enterprises undergoing key transitions.

> Creating practical work designs that optimize the use of human resources, technology, equipment, and budget.

> Deconstructing existing operations via business process redesign, then increasing service delivery and efficiency.

> Implementing standard operating procedures and best practices, while accounting for work culture dynamics.

Rob is a graduate of The Wharton School, University of Pennsylvania (MBA), The University of Michigan (MSE) and Howard University (BSME).

Chief Operating Officer

SHAYLEEN SPENCER

As head of Operations, Shayleen Spencer is responsible for business alignment, cultivating clients, building key relationships, and ensuring that PPM is on target for sustainable growth. 

For the past five years, PPM has benefitted from her 15 years of financial industry experience (locally, nationally, and regionally) and her expertise as a former commercial and retail banking executive. Through the years, she has become an industry expert at banking, import/export trade. Her track record for turnaround, performance management, and competitive differentiation has helped PPM deliver a quality experience for the customer. 

Her day-to-day operational responsibilities, include revenue and sales growth; expense, cost and margin control; and financial goal management.

Shayleen is a graduate of Howard University (BBA), where she majored in International Business and Finance.

Chief of IT Services

 

Creative Director & Print Manager

DERRICK DIAS

As the Chief of IT Services, Derrick is responsible for the deployment of all PPM IT related services. Ensuring that your customer service experience is painless, enjoyable, and memorable. This D.C. native joins PPM after (7) years with the United States Department of Homeland Security, where he most recently served as Service Delivery Chief. Derrick leads PPM’s IT portfolio, which consists of Service Delivery, Business Continuity, Controls Management, and Cyber Security.

Derrick is a Top-Secret clearance holder that has led implementations of (US) Presidential H.R. 4897 for all DHS Northern Virginia components.  Derrick designed and led IT Operation audits, which included the scalability of each office's best practices through a ten-domain categorized assessment, which tied day-to-day operations with Cyber Security principles.

As a graduate of Shaw University with a B.S. in Computer Science, Derrick also brings industry backed certifications that include CompTIA A+, CompTIA Security+, ITIL-F, and various Cisco Networking Certifications.

 

ROMAIN MCLEAN

Romain is a DC native, veteran creative director, and obsessive about brand identity standards.

Known as PPM’s creative strategist, Romain has almost 20 years of brand identity development, graphic design, website development and creative direction experience.  Always ready to impact brand awareness in a positive way.

Romain has developed brand identities and marketing campaigns for organizations such as, Office of Technology, City of New Orleans, Smithsonian Institution, DC Department of Transportation, DC Water, Sodexo, Inc., Africare, ASAE & The Center for Leadership, Innovative Management Solutions, Kumi Construction, Jack and Jill of America, Inc., and more.  Romain believes your brand only lives in the customer’s mind, so understanding the perceptions, desires and needs of the audience is the key to branding success.

Romain is a graduate of The Portfolio Center (MS), where she concentrated in Brand Identity Development and Florida A&M University (BS), where she majored in Graphic Design and minored in print management.
